looking for high/unmetered bandwidth vps
cpu: 4+ cores
ram: 8+ gb
ssd/nvme: 100+ gb
network: 1 ipv4, ddos protection, 5+ gbps
region: US (preferably eastern or central)
i'd like to have at least 10tb of 5+ gbps traffic per month, slowdowns to 100mbps or something after 10tb usage is fine, i just don't want to be charged for extra traffic.
i'm not going to go crazy with the bandwidth, i'll be using the server for file/image hosting + more stuff, likely will use 20tb/month max
budget: <= $20/month preferred, however willing to go up to $30/month

thanks, that seems to fit my needs. however, i do see this strange line in the FUP:
can i seriously not put services on my server behind a reverse proxy?
also, my bandwidth usage from previous servers doesnt seem to be too high. the same plan in miami might be better for me since i'll get lower ping.
does that location also have fair usage bandwidth? where 10gbps is provided on a best effort basis after 4tb consumed? also pinging @Advin to ask, thanks in advance

Yeah, same with the VPN, is fine for personal use, just not commercial because it gets abused a lot.
It's a hard limit, after the bandwidth limit is reached, you will be throttled down to 1 MB/s.
We used to offer fair usage bandwidth plans which is where that term comes from. We are totally fine with reverse proxies and VPNs, it's simply that those who ran them were more likely to get throttled if they were using extreme amounts of bandwidth (i.e. 50-100TB+).
However, we've since gotten rid of "fair usage" bandwidth since we had a lot of people abusing them and then complaining when they were getting capped. It's better for us to just limit the plans entirely. You are free to use your allocated bandwidth for whatever you want, whether that be VPNs, reverse proxies, whatever it is.

I still remember 330TB monthly bandwidth for $2 BF VPS deal.
I would take a look at @RoyaleHosting vps. It is located in NY and you can configure it up to 10gbit port. It comes with 25TB of bandwidth.
