On our VPS, we have basic L7 protection. The budget is slightly higher than what you mentioned, but you can check out our cheap managed VPS hosting plans.
However, it's generally not possible to provide quality L7 protection without modifying traffic. If L7 protection is needed, it's better to use server-side caching with proxy-based defenses.
