Required Windows Server Provider

We are looking for Windows Server Provider . Here are below details

Location required mainly - USA any state

1. We will bring our own windows license
2. We need Linear pricing model for VM - 4G , 6G , 8G , 12G , 16G
3. Price must be cheap , expect orders atleast 5-6vm everyday and monthly there will be 250 vm atleast
4. We need Port25 VM for Mailing and Normal VM (close port25)
5. We need clean ip no blacklist on port25 vm , we can buy IP blocks /28 additionally.
6. The cpu must be good , amd preferred.
7. there shouldnt be any lag,hanging while browsing on rdp
8. Abuse can be high on mailing, we need report on our email so we can take action according
9. Dedicated Portal require to manage all vms
10. API required too for integrating server actions
