Not really. Even if you just invested one single hour into this debacle you are easily out another 20€ (going by your time not being worth much that is). Now if you manage to get the 2€ refunded your loss reduces to 18€, so you'll still need to skip on the next 9 cokes to get back to zero.

Scam is a legal term, which (in most jurisdictions) requires a bit more than shitty service. Throwing this around does little more than opening you up to legal action by the opposing party since if you can't prove that it actually is scam (which like i've said shitty service usually doesn't qualifies as) what you are doing is straight up slander. Not a wise move at all.
Good for you. Doesn't change the fact that in the end it just increases your losses - even if you actually succeed with the claim.
Note: Don't order this server if you expect high performance as this is a low-end offering.
