Is it normal on the new Ubuntu 22.04 install to have double SWAP and BOOT partitions?
Is it normal on the new Ubuntu 22.04 install to have an extra /swap.img and extra BOOT partitions?
I just got this new dedicated server from RS.
But the technician noted that it's normal to have an extra /swap.img partition even though the server already has one.

Same; it also has an extra /biosboot even though it already has a /boot partition.
I have several dedicated servers from other hosts, but they don't have these two extra.

Those two are redundant partitions and not needed, I think.
My /etc/fstab content are:
I have two SWAP partitions and two /boot and /biosboot.
It's normal partition management when you have software raid
