LeapSwitch has Spain and Portugal, with 2 Epyc cores, 4GB, 60GB NVMe, 1Gbps, at €7.75 / month. It was mentioned that there is a DDoS protection but I don't know how capable it is.

Spain and Singapore are the easy ones here, Emirates is so-so (likely a couple options but somewhat expensive), Turkey will be hard in regards to a combination of cheap + usable and Morocco & Algeria... well, low chance is already quite pushing it.

Yeah, often that's pretty much the case. I mean sure, you can still get some VPS at a couple $/€ but actual resources...
There's something you could maybe try though. I guess you are looking into those to get better ping times in those regions? It's not the same but you could get a VPS around these parts that has a favorable routing to where you normally host your servers and setup a VPN between the VPS and one of your servers. It's going to take a bit of iptables (or general) voodoo but it should be perfectly possible to make your game servers accessible over that VPN thereby skipping any bad routing clients from these areas would otherwise encounter.
Sure it's not like running a local server but given these countries often times have less than optimal networking setups you might very well be able to skim a good amount of latency off of those connections. It's no magic but getting latency down from like 200ms to just about 100ms or from 100ms to 60-70ms might actually be doable.
If you have knowledge of what's usual for these regions all you'd need to do is check out looking glasses to see when you encounter a particularly good routing and after that it's basically about seeing how it goes. Ideally you'd obviously have a couple locals that would test your VPN accelerated server to see what the actual real life gain looks like.
