I'm confused about what you're trying to test. Your PHP scripts? Or the ability of the hosting server to send & receive mail?
Those are (in my mind) two different things. Doing them both at the same time complicates life....
I need to test out (or view) the emails that the script would be sending out.
Can't you just send 'em to a gmail account? You can easily view the full message source there.

as I am not on a static ip- gmail would only spam it if it reaches my spam mailbox at all.

Your ISP probably provides an SMTP server for you. If so, install postfix and set
in /etc/postfix/main.cf
