The network of his vps is very strange, it is not online 24 hours a day for the whole world. There are always strange network connection problems in certain areas during certain time periods. You have a Windows VPS and it will shut down automatically when it does not have a valid license. There is a workaround for this. https://digitalitskills.com/how-to-stop-windows-server-auto-shutdown-every-hour-after-license-expire/
There is also an issue with some RDP connections. There is a work around for this as well. https://superuser.com/questions/1481191/remote-desktop-intermittently-freezing

It seems you have network issues on your servers which is very slow. Browsing like waiting for a 10 second. You need to check that, I have faced the same issue on your old server and I have bought 10VPS and same issue again.
