    What region? USA, Europe, APAC? I can do something in the US or EU in the middle of your budget. I however don't provide support or licensing for Windows, you can install it however ;), up to you.

    It doesn't necessarily need to be in the USA, as long as it meets your other requirements. You may need to increase your budget slightly to find a provider that offers all of these specifications.

    What do you mean it doesn't necessarily need to be in the USA? If he's looking for something in the USA and he needs it to serve the people there, why should it be anywhere else? It's evident that this pertains to gaming, so latency is a key factor.
