Hostvds.com appears to be down - as of yesterday all regions were showing as under maintenance on their portal site but now portal isn't loading at all. No advance notice of downtime unless I missed it. For their prices I'm not going to complain too much but just hope they don't disappear w/ people's money since their billing model is pay in advance for account credit which is then debited by usage (similar to what vultr does for example).

And of course as I post it it seems to be up again. Whoops.
If I understood correctly, they had a longer maintenance in multiple locations. They shared some info about it on their admin panel and their official Telegram channel also. My VPS was unreachable too, but now works. Their RU location was mostly affected in the outage.
