Again great advice ! First learn more about everything, and then start a webhost if you still want.
I'm surprised he hasn't tried to start a hosting business using MetalVPS.

Hi @dhmo - I don't use Direct Admin myself. cPanel via Hostbrr. I absolutely love it and the service has been amazing ( @labze ) they also do DirectAdmin offers. I wholeheartedly recommend Hostbrr
I'd totally buy that.
Unfortunately, for such low budget you wont get the master version, but try starting out with regular reseller version as that might be possible to get from some providers in your budget.
can the number of reseller accounts in the package be upgradeable?
I'm talking about the number where it says 5
also what about the 200 disk, can it be upgraded too?

Depending on packages offered, you could just sign up with your provider of choice for reseller accounts and pass the details onto your clients?
The most realistic way to achieve what you're aiming for is likely to get a dedicated server and manage it yourself (reselling tends to be advertising for whoever you buy from as any host info is displayed as theirs...). However, your budget will need to increase and you will need to have customers to justify this, I imagine.
In short for the amount you want to pay its not possible.
If it's just webhosting reselling @MikePT does a good lifetime deal offer, but it's waybiut of your budget
