What does that mean? If you want to sell cannabis only in The Netherlands for example, a combination of Cloudflare and hosting in Russia has done the job for many shops for 7+years.

Well cannabis is a plant. I don't see any issues on hosting them in countries where it is allowed.
Just make sure that behind that "cannabis store" aren't dark markets.

DMCA has pretty much become a synonym with any takedown requests.
I don't hope so. In the EU you can still issue a Notice and Takedown, which has nothing to do with DMCA.

and the cannabis friendly is basically just any providers that don't mind any cannabis related content what so ever
on these website that are cannabis related will also receive reports as we will indeed be using content that may receive complaints.
it will be an informational / show and tell kind of website focused on this industry
problems may arise when other users use images from elsewhere
i want free speech and my users to be able to use any content they like copyrighted or not

Germany is in the process of legalizing cannabis, which opens up a lot of cheap hosters, but is not "DMCA friendly" in that a DMCA report will be handled like any other abuse report and will not be ignored. Selling cannabis online will still be a big no-no though.
I don't think Germany is a very good place to host user generated content in general. I figure it's not that bad if you are in a jurisdiction where German law enforcement can't reach you but in general the amount of responsibility and risk you'll have to take for your users content is pretty much disproportionate.
