Good luck with that. I don't think servers work all that well under water but maybe there's some kind of oil platform around. You can expect to pay a huge premium for something like this though.

You can go with WebHorizon or @kuroit / @ManishPant , both of them have direct peering with Airtel and Jio (90+% ISPs in India are downstream from them)
I get 45ms from South India with WebHorizon - Happy customer of them, using windows.
Would have been perfect, but they don't allow windows on their Budget/Premium VPS lineup.
Webhorizon @Abd has 2 vCPU VPSes for $50/yr in Singapore. Not going to find much cheaper than that and the performance is quite decent too (1400 GB6 score). I recently had one but cancelled it due to lack of Singapore traffic, but the host was extremely solid. Highly recommend.

Windows OS requires powerful cpu vCores. For Ryzen based two vCores are sufficient. Other cases, may need more vCores.
