Quick update:
After some back and forth via ticket, the processor was changed to an E5-2660, although I don't believe this is a new node. Speeds to LA and NY are 171/169 Mbits/sec
Geekbench performance dropped to 183/184. FWIW, Geekbench on similar E5 single core from Hosthatch is 442/458 in HK and 428/432 in CH.
I don't recommend this deal.

After investigating the matter, we have determined that there was a misunderstanding regarding the processor specifications. Rest assured, all our processors are Dual E5. Our Level 1 support tech unfortunately provided inaccurate information.
We have rectified the issue by ensuring that KVM now accurately reads the correct processors from the host node. The problem stemmed from the Host pass-through being mistakenly set to E3, when in fact, all of our nodes are Dual E5's. Please note that while this may have affected the displayed information, it does not impact performance.
We acknowledge the inconvenience this may have caused and invite you to retest our service now that the wording issue has been corrected. We are committed to providing a reliable solution at excellent prices, and we strive to ensure the accuracy of our offerings.

Update:
Customer service moved my VPS from Buffalo to LA. Performance is now adequate and processor shows E5.
