No it can not, you're breaking Cloudflare TOS if you serve proportionally more video than html content you can get your account disabled unless you're using a service dedicated to videos like Stream or R2 or already have an enterprise contract with Cloudflare (you probably dont.)
Yes, account can be disabled but when? I believe that cloudflare generous enough when people push 10tb bandwidth monthly on one of their account and then switch to another account if specified bandwidth exceeded in the middle of the month.
