Instead of vps why not go for dedicated server?
If you want to go that route I would recommend @fiberstate as far as I know they allow transactional emails

We don't block port 25 but clients are expected to abide by policies for abuse compliance. The IP will be from a few different ranges. If there is a problem there we have some options.
