Simple solution is to not use Windows.
But some time you need programs work in Windows

There's a massive hosts file somewhere for this
DNS blocking or an external firewall, such as OPNSense. It's not really blockable as many traffic is regular HTTPS on IP ranges not necessarily Microsoft owned. Much however can be blocked at DNS but it's not full coverage and you will lose end-to-end encrypted DNS.
It's pretty futile with Microsoft/Linux

You could try simplewall which have same UI as opensnitch, its not really advance as opensnitch. But if you have some expertise about network and coding, Windivert have straightforward functionality you could make easily with some work coding.
By the way even in Linux there call home but not much like Windows
