When I had my company, I used to do a combination of WHMCS + Virtualizor.

Promox... But it's not really comparable, it's not quite the same product.
But otherwise, for a hosting company, I find virtfusion to be by far the best (from a user point of view).
We use virtualizor included in whmcs (all management is in the billing panel)
Currently trying to slowly phase out Virtualizor (after acquiring mrvm).
For provisioning of the (currently available) LXC based VPS and (releasing soon...) KVM based VDS its done thru modules i have developed for blesta (wich i use for billing).
I am currently using Blesta + Virtfusion
We create VMs using Vagrant.
Each student who enrolled in the computer networking class gets two VMs for the semester.
Overselling is massive: dual Xeon E5645 six-core processor, 124 single-core VMs.
There's no billing software.
They pay thousands to the university but don't directly pay for the VMs.
On average, each VM costs a little over $7 per 12 hours.
Proxmox + Proxmox VE WHMCS. Compared to Virtualizor, Proxmox is more transparent when using multiple VLANs and IP networks.
Why so expensive for oversold Xeon s ?

That is very good software and even that it is not cheap it is help to cover all hosting business problem. Except domain functional, but domain can be registered using WHMCS for example.

I commented on the software he recommended. For one simple reason. Most western countries has laws and have made sanction that makes it illegal or problematic to use the software he recommend.
Then he started the whataboutism shit with the sentence: How about Israeli software?
The facts are:
RPA RusBITech JSC / Astra / ispsystem is Russian software with strong ties to the Russian government.
It is true, many westerners need to afraid any relations with Russia because their own countries can penalties them for that.
But number countries in the world is bigger than the "westerners" into ~2.5 times so customer from those countries can freely add this software in their list to choose.
Proxmox + Proxmox VE WHMCS + IP Manager. it has a few glitches, but overall it is good.
SolusVM2, since it was SolusIO in the very beginning. It's been rock solid and features are growing monthly
