Budget VPS Plans with High/Unmetered Bandwidth in Ashburn

Hello all, I am looking for possibly a few providers that offer service within or nearby the Ashburn Area (Virginia, DC, or Maryland). This is just for a personal project, so I prefer to keep this as budget friendly as possible. General specs of the servers are fairly low requirements (1 GB RAM, 10 GB Disk), but my bandwidth usage will vary greatly, from 0GB some months, to several TBs other months, so I would like a flexible bandwidth policy to ensure I don't go over my limit.
Edit: These will partially used for private VPNs as well, so would prefer to stick to a provider that isn't super strict on torrents. Nothing would ever be hosted.

Hetzner Cloud, maybe?
Hetzner Cloud or OVH are both good options for you.
I updated my post, but I am avoiding Hetzner as I know they are super strict if you ever receive a torrent notice. OVH is something I didn't think about though.
Ah, torrents. Seems legit.
If you want to use a seedbox on public torrents or similar just run a client inside of a VPN container.
Hetzner is the only provider I have had a problem with. I have never had any notices with any other providers. I do not monitor or block any of my users, so I can not prevent them from downloading what they want, however this doesn't seem like a common occurrence.
Even I'm looking for a reliable VPS provider in similar location.
