Why? Sure OP is going for some extreme low balling here but your offer isn't competitive at all to put it very nicely. How come he isn't allowed to criticize it?
Because the criticism is based on the fact that I did not read the OP's message and made a terrible offer.
But from my message, it is clear that I read it. I even write that the expected price is too low and write about what we could actually offer.

Your offer is like ~7 times OPs budget... Yeah, OP is aiming (almost) unrealistically low but instead of countering with something more realistic (i.e. $20-40) you offer him something massively expensive (and also not exactly good value either in my opinion).
