    I would recommend AlphaVPS for Bulgaria but they don't have unlimited bandwidth plans so...

    For Bulgaria you can check https://ohost.bg (never used before personally) which for around 10$/month you get 2 cores, 4GB of RAM, 40GB disk, 2Gbit/s unlimited (and even path.net ddos protection for what they tell on their page)

    For Romania @Hosteroid could help you out, he doesn't have any unlimited bandwidth plans in his page, but maybe you can sort it out with him on DMs. If you want true stable servers, go with him and avoid basement hosts :)

    @0xC7 CPU type don't really matter, ideally EPYC or Ryzen. But Intel is fine too.
    I would require this server mainly for our users from UAE. So I need to see if Romania has generally a good connection with fewer hops to there.

    Alphavps is extremely solid for BG, not a single outage in 6 months. My VPS that I've been using a personal outline vpn server has been perfectly

    If you need RO basement hosts there is plenty
