Well, @davide got you a quote, which actually does what you want even if network isn't spectacular from what i hear. Beyond that it's really a question as to how serious you are taking the DMCA thing. Actual zero-fucks given hosts don't grow on trees and they also usually want to have their service paid, so at $20 for these specs you can't really be picky.

Like i've said, you don't have much choice at this budget and it's really about how serious you are with the DMCA thing. From what i hear oneprovider likes looking the other way but i'd never call it ignored. You could try your luck with Alexhost even though the reviews are mixed but you'll probably have to at least get one of their (Moldova) dedis, which are way over your budget to get even close to those specs.
