MXroute @jar is usually this forums goto though I'm not sure about the non-US part as you typically can't choose which server you end up on.

MXroute is registered in the US so they are subject to US jurisdiction regardless of where their servers are at. OP would need to sign up with a provider that is based outside of the US, like fastmail.
I'm sure that's also why OVH registered as an entirely different company in the USA rather than use their existing company registration (as they did with all other countries around the world).

I agree with you, but some people still want to self host, and it is to those whom I am talking to. Just because self hosting is not worth it to you doesn't make it not worth it to others.
Besides, we use @jar 's outbound network for sending, so let's go MXroute and let the others go home!

I like https://runbox.com/ for non-US, nice guys in Norway, well run place, never once had downtime or issues that they weren't working on ASAP. Their plans should meet your price requirements. They even have a 3 year plan for 99 USD if you like that.
Mxroute look good but is usa owned, am looking for pure EU based hosting and gdpr compliance.
Runbox is Norway which is EEA, not technically EU, but they also have had GDPR since it was required.

Would there actually be a reason to pick European Union over Norway? I might be wrong, but the Norwegian jurisdiction seems hard to beat.
