I had one VPS with @c1vhosting, from there you can access every destination on the planet, nothing is blocked, even the Russian newspapers if you are into that. I dunno how these EU blocks are supposed to work.

I wanna take it from @c1vhosting but budget is not enough. i know @c1vhosting is giving me more than anyone will give within this price range. But i can't pay more than 10$/year with respect to @c1vhosting.

You can't demand a price from providers; you can only accept whatever the seller market is willing to offer. @c1vhosting is one of the lowest-cost providers; you will not find anything better than what he or @Calin can provide.
Either increase your budget or downsize your storage requirements. $10 isn't even enough to buy a mediocre cheese pizza nowadays and you're asking for 365 days of 100 GB hosting + IPv4 for that amount of money.

It's indeed unbelievable, the IPv4+IPv6 alone is probably 25% of the cost.
It's likely DNS blocks once again. It never affected me as i don't use ISP nameservers anyways. I guess even something as stupid as using 1.1.1.1/8.8.8.8 will magically unblock the banned sites since neither Cloudflare nor Google are affected by the mandates towards ISPs...

This is not your offer, @jgo24, this is your request to have an offer.
You don't need IPv4, RealDebrid supports IPv6 fully and, even if it didn't, proxying requests 6to4 would be a solution. If your own personal provider does not have v6, in a world where 50% already has, it starts to be your problem.
If it does, then this is an irrelevant demand and simply go with c1vhosting's offer, which quite frankly, is so insanely great I don't even know where to begin.
And you can thank all the Gods that such an offer is still possible - because with the current surge in SSD pricing, I can assure you that's not what will exist half-year into 2024.
