Only EU location, no UK or US.

They've been very good to be honest, using one of their sale E5-2680 v2 VPS's with Windows on it and it's been good.

I can recommend Strato, 2€/month for 2GB ram, 50 GB NVMe SSD (which is limited to SATA speed though), and 2 vCores which are enough for most simple tasks. (YABS)
In the description it says "up to 1000 Mbit/s", but in reality it's more like 10 Gbit/s. Traffic is unlimited. Virtualisation is KVM (but steal time reporting disabled).
The disadvantages are that it has minimum 12 months contract duration and that the website is in german.
It has (only one) IPv6, but you can only change rDNS for IPv4.

Yes, the funny thing is that Strato (same as Ionos) offers free Plesk license keys even with their cheap VPSes, so you don't even need to install your own control panel.

From VC4-8 for 6€ per month you can also pay monthly (9€ setup fee though).

I think the budget is quite tight.
Avoro might be a consideration, even though its 8GB/9€ and a 4 dedicated EPYC cores.
Similar for Prepaid-host, but only with 1 epyc vcore.
Lastly, out of my head, there's also Advin but they are out of stock.
