I am from India and looking for this shared hosting offer. Majority of my website visitors are from Indian location so I am confused between EU or SG location options.

Is there any test IP available for SG and the EU network locations from where cPanel plans are issued?

Would be helpful for me to test the network latency and hops to select the best possible location for myself.

Yes, just like with any of our shared services you can't utilize resources 100%. We haven't had to enforce this yet on shared webhosting.

Depends on what script it is. You can always start with the lowest package and upgrade if you need more of some resources. All packages has the same features, only resources differ.

It's barely 2 hours old ticket. If you expect responses on non-critical issues within 1 hour then this might not be the correct host for you :-)

Nonetheless, there aren't really details in your ticket in regards to what issue you are having. You can view server load and RAM usage in DirectAdmin in "System information", and an average load of 5 on a 32 core system is far from oversold.
