Need low-spec VPS in NA with decent amount of transfer

Need little CPU, maybe 128MB of RAM, 10ish GB of disk space, but at minimum 5TB transfer per month. If ingress is not counted, I can make do with 3TB. Port speed can be 100Mbps; I can even be hard-capped to 50Mbps. Dedicated IPv4 preferred, but possibly open to NAT offerings.
Location can be anywhere in NA. Budget is around $7/year.
