Comodo Free Firewall is the best but can be tedious to set up for beginners.
Windows Firewall Control is the most lightweight and actively developed, so go with that one.

Just use Windows Firewall. Third party firewalls don't do much unless you're on an unsecured network or have a bunch of ports open that don't need to be.

It depends on what your goal is. If you just want the ability to open and close ports, Windows Firewall is more than capable.
But if you want kernel level filtering like iptables on linux, with the ability to "drop" packets, you can use netfilter from Windivert. (https://reqrypt.org/samples/netfilter.html)
