Reliable VDS options in London, UK?
Minimum requirements:
8GB RAM (ECC preferred)
1 dedicated physical core (or 2 HW threads)

100Mbps
Optional - Ideally some backup/snapshot support if possible
Budget <$15/USD/mo.
FYI - will be using for trading purposes only (want to be near broker to reduce latency). Prefer if all resources are dedicated (not just CPU)...

You need to up your budget. That specification will be pretty difficult to get from a reliable provider as it is, but with you wanting the resources to also be entirely dedicated, it's not high enough. There's not much of a market for VDS unfortunately, and those who do offer it, it's not cheap.
