you can look at their trustpilot, they're registered in the US.

probably most of the workers are indian but I don't see a reason for indians to register in US.
Here it is , but costly as they are premium.
1. https://www.a2hosting.com/reseller-hosting/ (Costly but Leading Company)
2. https://brixly.uk/unlimited-reseller-hosting-directadmin (Awesome Company, Very Fair Price)
Uuuuh, lots of foreign nationals register their companies outside of their home countries.
Just pick a random smattering of LET providers, and you'll eventually find one.
okay
ya I've looked at those, are there any budget solutions instead? I want to be able to start small and upgrade in future.
Just install the whmcs, don't install hostwind module and don't use their api, it's simple
Ask support for more info
I also want to resell web hosting so I'm looking for a provider whose doing automatic reseller plans + whmcs for cheap.

brixly is cheapest with Good services. maybe you can get cheaper then this but services will be pathetic.
Can you start with one provider with a relay reseller account with free WHMCS but later switch to another reseller provider and switch to their free WHMCS seamlessly without interruption?
I remember back when you could get a owned non subscription license…
