I find these rules totally useless. Surprisingly quick to enforce them.

Setup fees are permitted on VPS or shared hosting, with no limit whatsoever.
As a workaround, the dedicated server could be priced as "€75 first month €65 recurring", and then it doesn't violate rules.
Until @DP decision, please check PM.
