must have 1gb ram 1 cpu.

    You will get pretty abysmal performance from Windows over hardware with that spec.
    Why not a linux distro with a lightweight desktop such as XFCE?

    Had good experience with Hyonix . CheapWindowsVPS is also good. I got one from Crunchbits this year. Have another one (I might transfer it). All of them below $4 per month after BF/CM discount.
