Yep, DMCA free servers are more expensive and the offers are not as plentiful. If you don't need a "true" DMCA-ignored VPS then any provider is about as good.
I am not downloading anything that might be classed as DMCA content on it. However it will communicate with another VPS with DMCA. and will run applications such as Prowlarr, Sonarr, Radarr, Reader, Jellyseer and Jellyfin. I don't know if it is necessary for me to consider a DMCA VPS or I am paranoid.
Your budget is dogshit for the specs you want. Up your budget or get a vpn.
For downloading / torrenting / personal use, DMCA notices aren't issued AFAIK. It's more of a problem for content distribution rather than consumption. I'd wait for confirmation by other people anyway.

I did think about the VPN approach, I have another VPS with 6TB Bandwidth 2vCPU and 3.5 GB RAM so I can use this with VPN but I don't know if it is risky as it is in the US?
