My approach is to utilize a dual-stack VPS with both IPv4 and IPv6, and then execute ssh root@ipv6address.

Or, you can just run Tailscale.
Setup wireguard on a VPS which has v4/v6.
Use that VPN to connect to your v6 only VM. That's how I do it.
If you want v4 access (outgoing) on your VM, you can use CF Warp, or @yoursunny excellent tutorial on IPv4 sharing with your existing VM.

Well, I don't quite understand your meaning. If you want anyone, including those unable to access IPv6 addresses, to be able to visit this website, you can add a CDN layer to the website, like Cloudflare, for example.
Or self hosted haproxy on another server with ipv4 / ipv6
Maybe you can use some frp tunnels to post your ssh port on the Public IPv4 Network so that you can access it with IPv4 only environment
