Okay let me elaborate because it occurs to me why you don't think you're being unreasonable here.
Colo/Dedi costs track pretty much entirely with power usage. You're talking about 2 CPUs each with a TDP of 115W, thats 230W total + other components which make it probably around 300W total on full load.
That is a ridiculous amount of power, not even factoring in the cost of internet (also reasonably expensive in Canada) and the cost to replace the components of your dedi if something goes wrong.
For comparison, the Ryzen 5 3600 you mention has a TDP of 65 W.
3600 is cool and all but its definitely not Dual Xeon like you asked.
OP, you are a week late for big dreams. During black friday there where 1 or 2 hosts that would have matched your requirements (if you would have dropped canada and settled on US that is) but at regular (read: non self destructive) pricing your chances are pretty much zero.
