Which VPS is better for docker/devops tools?
price to performance wise..
for multiple docker containers and as a central monitoring server for the rest of my VPSes?

Isn't that kinda obvious? Unless you really need the space and have a lot of disk access going on the Epyc one easily wins. Doubt that 3rd Broadwell core is going to undo the lesser performance + 6GB ram vs 4.5GB.
