I am trying to find a VPS that:

Lies in US West Coast(for some Chinese Mainland users...)

KVM or Xen

Ram >= 512MB

HDD >= 20GB

Traffic >=400G

Price <=$30/yr

Anyone can make a deal?

They have LA IIRC

Also, Fliphost must have LA KVM SSD as well.
