Yes, but d1 is still in beta, the db will failed to start from time to time. So, it's not suitable for production.
And it can't handle more than 1k req / sec.
But yes, similar to d1 but production ready.

Planestcale limit your max cpu and ram, so does supabase. You need to handle your cpu and ram usage manually.
I haven't tried neon.tech. Have you tried it ? does it scale automatically ? basically I don't want to bother with how much cpu / ram I should allocate with my database. Akin with google firestore, where I only need to worry how much data I write and read. I don't need to care on how much cpu or ram google use for my database.
https://neon.tech/docs/introduction/billing makes reference to a "Autoscaling feature, which allows you to set a minimum and maximum compute size. Compute size automatically scales up and down between these boundaries based on workload."
Not sure if that would be enough though.
