What's your problem? Your VPS is fine (including the doubled ram). Did it say anywhere that you would be able to access it? If not you got what you bought.
While i can't read chinese either my massive crystal BALLz tell me it's some script checking memory bandwidth and it's coming to the conclusion that memory is so slow it has to be backed by disk based swap space.

I also requested server 2022 but got server 2012. If I reinstall I wil lose on of the 3 rights to format, which I am not willing to lose as it isn't my mistake. Can you fix please?
Currently, Windows Server 2012 and Windows 10 can be installed. It was closed due to security vulnerabilities in other operating systems. Other operating systems will be activated again during the day.
A reset option is available to prevent multiple installations. Your format right can be renewed upon request. We do not charge any fee for this.

Lets do some maths. I am not entirely sure what's the chance for an Ivy Bridge Xeon to support more than 128GB of ram but lets assume that's the upper limit. So with 16GB (doubled from 8GB) VMs at ~$20/y each that would make about (almost) 8 VMs without overselling. Let's say it's oversold by a factor of 2x. That would mean 16 VMs at ~$20/y or ~$320/y total or ~$27/m for the whole box. That's going to be fun. Even with 256GB there would be only ~$54/m for the node while still overselling 100%.
