    It’s free of charge for the first request only, any additional transfer requests will cost $10/one-time fee. Each transfer request is counted per one VPS service

    This implies that the fee is only applicable if the VPS has already been transferred before. Since this VPS is less than a month old, doesn't seem like its the case.

    First, second, third transfer is judged per sending account, not per VPS.

    Have you ever transfered a GreenCloud server to someone before. That's not how it works. The first time is per account, not the server.

    You have multiple GreenCloud accounts? I'm not sure if it's against the TOS, but the transfer fee is per account.

    Isn't the rule

    You need to have been registered for at least 30 days and have at least 25 non-spammy posts to post a service transfer.
