Possibly looking for 8TB+ Storage Server

I currently have the 8TB Mammoth VPS Server from Servarica with 4 cores, 8GB RAM for $20 USD/mo and it has worked for me well thus far, but I'm always looking for options to reduce costs just in case. The following is my more ideal setup needs:

• 8TB+ Storage Space (will probably never actually reach this amount of storage, but need some extra runway space just in case)
• 99.9% Uptime or better (running 24/7 monitoring scripts to download content)
• 1Gbit port minimum (10Gbit preferred if possible)
• Root SSH access (to install packages, etc.)
• Docker support
• Ability to run HTTP/HTTPS access to outside connections
• Fine with lots of FFMPEG audio/video muxing

And some other, less important requirements

• SSD/NVME OS partition for caching purposes (could do hybrid SSD/NVME with 6TB+ HDD storage if SSD/NVME partition is big enough)
• 4 Cores + 8GB RAM might be a bit overkill for my current workload requirements, so I can work with less cores/RAM if it brings down the price
• Location is not an issue as long as it can handle higher UL/DL speeds with good routing to other countries
• Fine with either Dedicated or VPS as long as there's enough dedicated resources as to not accidentally throttle others

Please note that I'm okay with continuing with my existing setup with Servarica if no suitable offers come in to my liking. I will always keep my options open, and I'm also fine with waiting for special deals like Black Friday.

I can offer this in the Netherlands, however the SSD will be about 400 GB SSD, with 18TB or more on HDD. Would this work?

Edit - Ignore, just noticed you were looking for a VPS and have a $20 budget.
