$15 per month? If so, there are some providers namely SpeedyPage, HostHatch, and ExtraVM. But if it's $15/year, it may not be possible even if it's a black friday deal.

Good luck. You could have got that a few weeks ago from Hosthatch on their deal, but generally bandwidth is expensive in Japan.

If you can wait another couple of weeks, wait for the BF deals. There will probably be some good offerings from Hosthatch and GreenCloud, and probably others.
