Hetzner and OVH really pain in the ass for third rate country, tried register always got anti fraud, even though filled in real information, CC ,etc. But their price and service get me drooling.
Why do you need a crappy processor with DDR3 and still a mechanical disk for our times it is better to find something more modern. They're not trashing it, they're still selling it.
Can't say all hosts in this list are as reputable as Hetzner/OVH, but if you don't need much RAM, you might be able to get one at that price. If you do need them, then no, I don't think you can get one cheaper than that.
Or you could wait for Black Friday. That's like two weeks from now.

actually I need the unlimited bandwith, since I believe only dedicated servers can offer unlimited bandwith, 100-250Mbps is fine, other specs just extra, 500gb hdd fine too, will be used to backup, mirroring.

@asthen I just cancelled that $5.99 server this month and OVH deleted the server this morning. It also had a 2 TB disk. Check https://eco.ovhcloud.com/en/ periodically and see if it comes back in stock, although it may not be long before it is snatched up. I'm not sure how frequently OVH updates their server inventory.
I didn't bother putting that server up for service transfer on LET since I didn't feel like renewing it and then hassling with third party PayPal payments. OVH also has different sites per region, so overall it felt easier to return it to the public pool for anyone to snatch up.
I will warn you however that it's basically a crappy storage box or a crappy VPS that is bare metal. The GB6 score for the CPU is like 150 and the pipe is 100/100 (no gigabit lottery for KS-1). Its only real purpose is to run very light apps and store a whole lot of stuff for cheap, particularly stuff that you don't access too often (given the 100 mbps pipe).
I upgraded to a 2 TB nvme server from @hostaris that costs a bit more ($110/yr vs $72/yr) but has a much better pipe and way better CPU, which is why I cancelled that OVH server.
