Cogent is there for failover only. Routes will only be pushed to cogent if needed. Cogent BW/routes are not the best sadly.

such low price for this much specs could also indicate that they are highly shared or limited to cover node costs, so the performance some time could be no more then that 1GB vps he's bitching about.

Not that case at all, we strive to make sure everyone on the node has a good experience. It does no good in this flooded market to sell crappy service.
No node in our system is over ~20% constant load for 5min avg. This covers the burst load or even abuse load.
Here is the way we look at it:
1core/1GB memory today is not hardly enough. This is why we push 2C/4GB mem plans now. We get a lot of users who want windows RDP access and windows runs like crap with 1vcore.
Without being flagged for fair share cpu abuse, <30%. If you use too much CPU, the best thing to do is upgrade to Cloud VDS where you get the full NODE all to yourself. https://oplink.net/vds
