Hello,
I'm looking for a cloud storage provider that respect privacy. I store a ton of movies and other media that I download via a VPN.
It must have webdav access and if possible SMB.
I am using Hetzner 10TB and am looking to optimize my costs.

I don't think there's webdav out of the box but there are plenty of ways to set that up separately.

rclone supports many cloud providers. It can do encryption and serve WebDAV among many other things.
You're right. However @NetDynamics24 often runs 30-50% discounts that definitely makes them more cost-effective.

Any location, I would prefer the EU thanks to GDPR.
I mount the storage currently via SMB on a VPS that is used to torrent and run jellyfin.
I could not get Rclone to work in an efficient way to serve as a seedbox.

Wait for hosthatch brack friday bundurus, you won’t find cheaper $/TB at ‘small’ scale like 10TB
Rclone is great for caching directory listings, but agreed I’ve tried and failed to defeat its readahead/buffering that makes it unsuitable for seeding from. The read amplification on random reads is insane.
Currently I find a good setup is SMB/NFS for seeding from and rclone mount for serving the files
