Some folks in India use the term HDD in place of storage, just like folks use band aid in place of adhesive bandage.
I just checked it, this is Nov 2019 screenshot. It was during lockdown we faced this issue and we took fast action and resolved this issue immediately. We took a consultation from Google support webmaster and I think from there you got this screenshot.
