DMCA VPS, Recommendation?

Could you recommend a DMCA-free VPS for under $20 that offers unlimited bandwidth, or at least 30TB? I plan to use it for a reverse proxy.
I noticed that BuyVM has one for $15, but their network has been slow with some ISPs in my country recently. I also tried Incognet.io, but for prices below $20, they only offer a maximum of 20TB Bandwith.
I would prefer the VPS to be located in Luxembourg or the Netherlands, or any country close to Germany.
