My experience on this topic.
I had developed a tool to detect publicly deployed versions of software affected by a critical flaw.
The aim was not to exploit the flaw, but to warn users to update their software.
Of course, to detect instances, this involved scanning ips ranges on a particular port.
Knowing that, depending on the country, this is more or less illegal, even if it rarely goes to court. I decided to use an offshore service that claimed to be open to this kind of use.
So we're talking about a single request per IP, and not even aggressive scanning on a given machine.
Except that providers have automated systems and when they detect that you're contacting too many machines on their network, they automatically send an abuse message to the source network.
My server was terminated in less than 24 hours. This has never happened to me with more traditional providers.
It's a widespread practice used by cybersecurity companies to promote themselves, but I think it's complicated to do today without having your own network equipment.
All this to say that I have absolutely no faith in permissive offshore hosts. If it's not a big contract and there's a lot of money involved. It's too much risk on their side for too little gain. I may be wrong.
In short, the Internet is so tightly controlled these days that it can even become complicated with the best of intentions.
Investigation further smtp.krebsonsecurity.com seems to be the best IP block of BuyVM with IPs labeled as Good 8 Neutral 71 Poor 17 which is quite a lot of poors but also a significant amount of goods but if we look at 1000 IPs from BuyVM IP reputation for deliverability I'd say is bad: Good 8 Neutral 454 Poor 127. Yet only during a matter of an hour between my last pots and this one a new IP has been marked as Poor in their best IP block with its quite suspicious name of conejo-vpn-clan-evil dot net

Since 2021 I fell in love with Incognet, I always liked their privacy,
But I had to withdraw at the beginning of the year when they mentioned that they don't allow DMCA,
