The cheapest you could probably go in terms of object storage is 15TB on IDrive e2 Hot Object Storage - which would run you $60 a month.
Now if you want to go the self hosting route, you can get at 16TB Storage VPS from @Crunchbits for $38.4 a month (with there 20% off promo code).
As you can see, nothing comes close to your $15/year max budget.
Now, hypothetically you could upload them for free to Imgur using their API endpoint, but they have a api limit of 50 calls an hour - so it would take you forever to upload 15TB of data.
If these are personal images and you're simply looking to back them all up, you could use the unlimited storage offering from Backblaze for $70 a year or turn to amazon photos for Unlimited Photo Storage for the cost of an Amazon Prime subscritpion.

good options! if you want to save space offline you can use GIMP where there is a bulk image plugin. You can also look into ihostart offerings and i know greencloud has some good offerings as well.

Cheapest of all can be imgbb which is around 50USD per year for unlimited storage and b/w. Don't know if its really unlimited.

IMGBB is not unlimited BW. The best personal image hosting for me is Flickr.
