Everything I've tried here recently has been a complete miss, spaceberg, chris, etc...
The only good provider I found, to be honest, is @speedypage (+ mxroute, but not vps)
Expect like hetzner, ovh (already known providers).

There's nothing low quality about HostEONS. Just because you didn't get what you wanted at the price point you wanted - doesn't make it "low quality" - it's you not getting your way and being upset about it. Two completely different situations, so don't get that twisted.
From my short and limited experience with HostEONS, they've been responsive and my servers have zero issues. I've got 2 Ryzen servers for $6/mo. For that price, I'd feel bad for even putting a support ticket.
All I'm saying is, if you can't afford to lose it, don't gamble it.

I did not find it suitable for mail. For other purposes, like scraping, also not suitable.
I did not even test hardware, stuck on quality of IP.

That's the main thing.
If anything, before purchasing a server, message their sales department and let them know you're planning on using something specifically for a mail server and see if they have anything available with a clean IP that they'd be able to provision for you. That should clear up any issues (including if the provider allows mail servers/port 25) all in one go and you can make sure you get what you pay for (given they're reputable people.)
Now if you follow those instructions and a provider still screws you - that's when you should come complain because that's a legitimate complaint and people should be aware of that.
HostEONS did what they could to accommodate you and it just wasn't a good fit. It happens. It doesn't make them any less of a quality provider, it was just two people that couldn't work it out and you're parting ways. They would have had every right to keep that money (legitimately) so instead of bad mouthing them, you really should be thanking them for the refund and the effort they took to try and make you happy because that was pretty above and beyond what most providers would do.

Before purchasing, I even contacted this provider by PM. Then I asked in ticket, if they can provide a list of potential IPs so I could select, because changing one bad IP to another bad IP, does not work for me. They did not provide any list, instead wanted to charge me for changing IP.

Why should a customer with a fake profile like you deserve to use services like normal people? Customers with fake profiles should be all banned and their services should be terminated. Do not ignore.
Then perform KYC verification before activation and I will decide if the provider is valuable enough to share personal data. Some companies on this forum perform it, and ok, I shared real data, sometimes not.

Normal customers use real profiles and it's common to do so. Why would one have to fake their profile to begin with if they aren't shady people? What a weird logic you have. This significantly reflects your intelligence that you can't comprehend something so simple. This isn't about privacy like whois. You can just tell your providers that you're using a fake profile and see if they will consider you a valuable customer.

And will recommend the provider everywhere.

As said earlier, your logics are weird and dumb. That's not the reason to fake a profile to use their services, not mentioning being unable to afford $3 to pay the IP change fee and ranting here. HostEONS has their address written clearly on their website, so has SpeedyPage. They aren't hiding anything from their customers. But you're still coming up with whatever reason to support that you have the right to use a fake profile to purchase their services legitimately.
Let's focus on this one. Provide exact weird / dumb point.
3$ is nothing for me, but I do not want some random people charge me for trash IP. It is not my fault that someone abused it before, fault of the provider they did not monitor lists.
Again, it is my right to use whatever data I want, and it is their right to validate any data. If they do not perform KYC, it is their own business decision.
